from business point of view, university would want to have the money but this is inefficient to the society on the long run.
why cannot there be a private candidate system like o level and a level?

A university degree isn't all about mugging and regurgitating at exams.
You can study all by yourself, but in the end you want that piece of paper that tells anyone who looks at it that you have attained a level of learning on that subject.
Who do you want to give you that paper?
A recognised institute of learning.
And that don't come cheap.
