1. There are age perimeters set by legislation and society, and physical abilities.
2. Ability is what matters here. Can one work, study?
3. Growing old is inevitable, growing up is optional. What use is time, when maturity is lacking whatever the age.

What is age? The number of times you go round the sun, on this planet.
Some 10 rounds and they are going capable of going to the university, some 20 rounds still like kids. There is nothing unsual about this. To each his own.
