Why are offensive posts allowed to be posted into the forum?

I came across 2 offensive posts by this Askndshksdhk, one about our Minister Mentor and another about Singapore womean. The contents were highly offensive. No doubt the topics were subsequently blocked, but should such posts be allowed to appear in the first place? Shouldn't the moderator remove such posts instead of just locking them? Shouldn't the user be banned from the forum?

we lock them for evidence.
like someone come online here and say " i want to kill a chicken! ", we locked them, when they get arrested, PETA can use this against them.

sorry no offence to the moderators behind the scene doing their jobs... i do not mean you are not doing the jobs, or not doing properly... just find it surprising that such posts can be put online... -
if tt guy gets caught for anything u oso in trouble for bringing attention (promoting) it.
and u dont have to question the mod/admin.
