Under legislations passed by parliament, a member of a company, club, association etc shall be entitled to enjoy equality of teatments or benefits.
Under the Land Titles (Strata) Act, specifically prohibits the Management Corporation council under penalty from upgrading of common property to benefit only certain residents and not others.
A subsidiary proprietor is entitled to lodge a complaint to the strata title board. There are many decided cases of such nature where the judges have passed down verdicts against unequal treatments of members. Similar cases have been adjudged by the Strata Title Board against unequal treatments or blatant discriminations.
If a member of a company or a club is deprived of his right to equal enjoyment of facility or benefit, he too may sue the club for wrongful treatment.
Thus a resident of Potong Pasir may study the facts and if evidences are available issue a summons to prevent the authority from using public fund to benefit only residents of certain estates and not others. Judgments against discriminations like not carrying out improvements or permitting use of the facility or common property based on same management funds paid by residents of private estates can be checked with Strata Title Board.
If under existing criteria of upgrading any residents are discriminated they surely can prove a case of non-enjoyment of equal rights.
The non-upgrading of estates for residents of Potong Pasir should entitle the residents in Potong Pasir to make out a case of unequal treatments such as having the estates upgraded later or last as compared with other estates. They can prove their case simply by showing that they have paid taxes as others and shall be entitled to same treatments.
Residents of Potong Pasir may submit a complaint to the Magistrate under relevant legislation i.e. Town Council Act for not enjoying equal right as that of the residents of other estates. The principle of spending public monies whether taxes or contributions equally for benefits of all are clearly established under legislations and the Constitutions.

If the court fails to do so, having regard to the same legislations under various acts on equal treatments to members, then it will eventually lose the authority to administer justice for the populations.

Hello to all concerned citizens
I wonder if ordinary citizens are to sue anyone on innuendos or side remarks made in the heat of arguments against someone whether they will succeed in quoting the rationale in political cases as precedents.
If managements of condominiums, clubs or associations are to be taken to court for spending members' funds to benefit only one group of members, it will be interesting to hear what the judges have to say about town councils giving unequal treatments to constituents in estate upgrading using public funds in doing so. -
