Personally, I think the 'cramming' problem is sort of like a conflict between the various 'objectives' in our government's management system. It's not just economical but also political issues to be concerned with...
As for the slow growth rate, it's just a social problem largely created by our own government's policies.. Trying to 'reverse' the effect now, especially by 'tricking' the people ain't working miracles like they used to anymore...
It's only natural to think that when a population is not adapting well to the changes made and to the environment they're exposed to, they'll just cease their own existence....
