Vote buying is illegal in many countries, though I find that it practiced in Singapore, albeit cloaked in the form of "voting for upgrades to HDB flats". These schemes are designed to link voting for the PAP to the incentive of priority upgrading for their precint's flats — absolutely no different from vote-buying.
