  SINGAPORE: Two Acting Ministers, Dr Vivian Balakrishnan and Mr Raymond Lim, were sworn in as full Ministers at the Istana on Friday.
  
  Dr Balakrishnan is now Minister for Community Development, Youth and Sports.
  
  He's also concurrently the Second Minister for Trade and Industry.
  
  Both men entered politics in the last General Election in 2001. - CNA

  Is this Dr Vivian the minister who suggested that casino is good for Singapore?
  
  Looks like those who can make money for "Men in White" is easier to get promoted to full miniter..

  Vivian seems to be following Yaacob Ibrahim's footsteps. Anyway it's possible these two are being groomed for better things in the future. Esp since Vivian is being modeled as the champion of the youth.

  Hmmm ive been wanting to ask this quess:
  Lets say in election PAP wins 60% and WP 40%......then how do they decide the cabinate ministers.....muz they be like 6:4 ratio.......

  Cabinet ministers will be appointed by the winning party. In this case, WP will get MPs in parliament but otherwise, the government will be formed by PAP.
  
  Government != Parliament.
  
  MP != cabinet, but You must be an MP to be in the Cabinet.
  
  Cabinet consists of the main ministers. All others are merely MPs.
  
  This is AFAIK. Correct me if i'm wrong.

  Yes, that's right. That's why some people feel a proportional representation system is fairer. In an election with a 60:40 split, the minority views can get ignored. The disadvantage of proportional representation is that more time will be spent on debates and our MPs will really have to attend all the parliamentary seatings and vote for once. You notice the rows of empty seats in parliament...
  
  With proportional representation, the 40% of opposition MPs who turn up and vote can trump the majority 60% who stay at home doing 'work'.
