HDB ~ empty shell, as part of it is privatise now. the remains with garment are losing as the garment put it as they need to maintain the blocks and area like carpark. spend more if any MP/s pay a visit to whichever area he is in or going to.
CPF ~ empty shell, it is a number game the garment play with us by showing what we dun really have in it.
LTA ~ empty shell soon, as it will be like HDB soon, privatise say next year or so. more over the CCL are a losing $$$ project.
MOH ~ empty shell as the garment put it that they need to subsidise most of the sick ppl.
IRS ~ collect less as more ppl are unempoly, more pay cut coming, tax benefit benefits the rich more than the poor.

It is not that the government has no monies. The problem is caused by our own unique system of government - every department is a cost centre and is expected to break even or make monies.
Under the cost-centred system of government, the department that makes a deficit will increase their fees and charges on the citizens. This is equivalent to some sorts of creative accounting where gains or surpluses will be transferred to the central consolidated fund and deficits will be recovered from the citizens. When HDB makes the monies from land acquisition it transfer the surpluses to the central consolidated fund. The moment HDB or their offshoots town council make a deficit it will quickly increase fees and charges. JTC, HDB and LTA etc make S$14 billions over 10 years - a lot of monies - but these are retained and not passed on to citizens in lower costs.
This has been the problem with our top-down management. Such cost-centred government or Creative accounting is undesirable - it kills the goose that lays the golden eggs depriving businesses of competitiveness - but nobody is able to do anything. There is no overall deficit but the government under creative accounting will keep increasing their fees or charges. So it is a one-way process: head I win tail you lose.
