The new Opium - not on dangerous drug list

Long long ago, the opium was smoked in the pipes by poorer class of smokers of opium who were quite harmless.
Today, opium was smoked by the upper class called elites. They smoke the top-class opium which are invisible non-smoky and odourless but extremely addictive. Once addicted there is no way the elite smokers can unhook their habit even with cold turkey treatments.
The new opium despite their addictiveness is not put on the dangerous drugs list as the smokers are normally the privileged elites and will be free to get addicted without feeling any social stigma.
In fact their addictions can make them do almost anything at the high places like jacking up costs telling good stories about achievements or talents. Mind you the citizens were helpless except to suffer all the drug-induced doings by the opium addicts and live with them.
There will be another round of opium-induced doings like price increases very soon. How powerful is the new opium everybody should get ready to experience it in due course. It is the most powerful of any drugs.

Problems will not be solved as the primary objective of a legalistic government is to win legal arguments, positions or policies to sustain their controls and perpetuation in power. Such legalistic government will not consider any other issues and will deny alternative views and solutions because the objective is to win on legality and not to lose - like in legal cases.
Such legally oriented system aimed at winning legally for all government actions, stays in power, maintain controls of populations, perpetuation of high costs and building of surpluses to benefit limited legally-oriented objectives.
Such legalistic government will also be starved of onsiderations of any moral, social or sin issues.
So people cannot win on legal wrongs or challenge on government mistakes because all will be legally covered or justified one way or another.
The deadliest sins can be legally justified as correct eg. legally self-approved highest pay (in the name of preventing corruptions) when the final outcome is the same - those who are paid high are still as corrupted except in different ways or otherwise justified.
