Legalistic government is one overrelying on legal processes to maintain legal control and win like in legal tussles. It will aim at answering and justifying all arguments against queries or counter complaints of any kinds.
Problems will not be solved as the primary objective of a legalistic government is to win legal arguments, positions or policies to sustain their controls and perpetuation in power. Such legalistic government will not consider any other issues and will deny alternative views and solutions because the objective is to win on legality and not to lose - like in legal cases.
Such legally oriented system aimed at winning legally for all government actions, stays in power, maintain controls of populations, perpetuation of high costs and building of surpluses to benefit limited legally-oriented objectives.
Such legalistic government will also be starved of onsiderations of any moral, social or sin issues.
So people cannot win on legal wrongs or challenge on government mistakes because all will be legally covered or justified one way or another.
The deadliest sins can be legally justified as correct eg. legally self-approved highest pay (in the name of preventing corruptions) when the final outcome is the same - those who are paid high are still as corrupted except in different ways or otherwise justified.
