You may argue that it was the oppositions' fault for being unable to come out with enough people to make a GRC team. Wait, let me explain why they cant.
PAP used a long term strategy of grabbing clever people in the colleges, universities, stat boards and GLCs - to add on to their list of potential MPs.
Opposition parties do not have that kind of access or authority to do that. But that doesnt mean they cant do the same. You vote them in, they will have PAP's people sources to build up a strong party.
More importantly, each candidate/team needs to put up a deposit which they stand to lose if they do not garner enough support! Each candidate will have to put up about $10 000 as a deposit! Which opposition party has so much money! This deposit + the GRC system probably explains why there are so many walkovers.
