i have actually questioned my organisation's drive towards IT and was shot down.. ended up us doing more work to sustain a useless system, have to depend on the old method of paper in case the system crashes... and the "system" is harder to use than anything else...
so... where was the savings? where was the efficiency?
a CBA is necessary but i guess most are pet projects of people high up, there are enough sycophants around to suck up to them telling them their fart doesn't stink to move these projects along...
so, we waste craploads of money...

Consistency and focus were clearly not practised. There were no relevant processes that will allow various objectives and plans to be translated to something that can be performed and attained daily and regularly.
The top leaders are full of ideas but the middle and bottom levels do not know how to process the plans and decisions. Senior officers all know how to present broad concept plans with good projections but they do not spend the time to groom the men, processes, controls and feedbacks with periodic monitoring and self-correction to reach goals.
Everything would be assumptions and assumptions and there will be a lot of meetings to solve conceptual problems without being concerned with doings and performance or even making feedbacks successful. No wonder the IT corridors were presented as if they are so advanced but no one as usual will attend to the implementation and doing to get results again.![]()

The main reason why they fail so frequently is because the top leaders consider themselves to be the best.
They lack the EQ to motivate everyone and the whole team. As a result, management excellence was not developed. Implementation side is always the stumbling block.
By outsourcing government services, the people with the right management excellence will slowly come in to succeed where the government (even with all the scholars) have failed. Not only outsourcing will immediately save the unnecessary golden handshake bounties but the wage costs of outsourced companies will be lowered to produce good savings to taxpayers.
Just look at the town council/HDB management, the costs were blown up three times compared with before and the estates are becoming very dirty and cluttered with all kinds of fire and safety problems. Yet the MPs congratulate themselves for doing a good job.
