You mean in Singapore? Well depends on how you define politicians actually but it depends on the political culture as well as the law of the country.
In U.S, they practise presidential democracy, their cabinet members can be anyone if i ain't wrong, anyone sensible with good and relevant background, knowledge, experience etc. (qualities), not sure if their law stipulates qualities of cabinet members like Singapore does.
Singapore's cabinet ministers have to be MPs. If you're not an MP, you can't be a minister. That's the nature of a parliamentary democracy. For U.S if i'm not wrong, if you're in their cabinet, you cannot be a Representative or Senator, and vice-versa.
Different types of democracies and political cultures..
Singapore is not a democratic country, pls dont put U.S and Singapore together n say they are different types of democracies. Those Americans will feel offended!!!
