Let petition to SLA for his promotion to section manager or higher.
Some of the posts in this forum get published in the papers on Sunday every week. But if you register just to persuade SLA to promo this guy then I doubt this post would be selected for publishing tomorrow. Isn't it better you try writing to ST's forum instead?
