  Outdoor meeting of 5 or more people requires a permit , that means virtually , everyone should apply for a permit when:
  
  1. They are having CNY reunion dinner
  2. They are in a KTV
  3. They are in a coffeeshop

  I believe this ruling is put in place, so that if you or a group of you were to be caught partaking in an unlawful assembly, this rule shall be dangled before your sorry face!
  
  It is the same as if you have committed a serious crime like the murder case in Kallang, you can be denied your right to a lawyer even though you are supposed to have your rights to a lawyer.
  
  In other words, it can be modified at will as they deem fit.
  
  Period.
