New library cost $ 200 million

  Is the reason why they spend a bomb on a new library building
  showcase is for a NLB-subsidiary to "sell" their services to other "old" libraries in the region? With the building as a showcase, they can invite regional chief (national) librarians to come and see and say they can help them revamp their libraries too (for a fee).
