This is a typical reply from a civil servant. They tell you thier limitations instead of resolving problems. How sad. Why can't they think of a solution and have a win-win situations. Pathetic!

You mentioned academic certs and prizes...imo, they are quite irrelevent because nobody really knows what it takes to get those prizes. The prizes are, i assume, awarded by your school on the basis of a wholly internal assesement. What we know however, is that when you took a standardized test, you failed to make the mark.
Imo, your certs and prizes should only be seriously taken into account when you have fulfilled the min reqs, and are competing for a place with other candidartes who have fulfilled the min reqs. Then, i think it would be logical that your certs and prizes would give you an advantage.

1) The rules are set by human, they can also be revised and changed by humans too.
2) Do not be too rigid with the rules. Bent it if you can.
3) Interview the agrief party, see if he/she has the cut to make it.
4) Put him in the waiting list. If there are last minute withdrawals, fit him/her in.
5) Review his other curriculum or awards, or cca or etc... Give him/her the benefit of doubts.
6) Start another class.

Surely there can be a solution. It's whether you want to help or not. There are many slow starters in real life.
