There is a "Primary Cabinet" WITHIN the the Cabinet that forms the Government - like a TWO TIER Government.
For a small country like Singapore, are we having too many Ministers, and paying everyone almost a MILLION DOLLARS a Year ?

From the above, it is shown that the Singapore Cabinet comprises the following:
One PM
One each SM and MM
Two DPM - holding Ministerial Portfolios
Sixteen Ministers - some holding two or more portfolios
From the list of sixteen ministers, the PM's office will have two without portfolios, what about the other four that are not listed ?
When LHL was named to be the new PM, and prior to GCT stepping down, six ministers were "retired" and kept as Ministers Without Portfolio in the PM's Office. One named as a Minister without Portfolio - Mr Lee Yock Suan, but is not listed above. What about the other missing three ?
Can one imagine the Admistrative Bill that is paid for Salary alone, and not counting all the other expenses for the Minister's perks - (leaving out the expenses for the Ministry itself ) ?
