This is clear from the never ending praises he has for the achievements in both ITEs and Polytechnics throughout his speech about education. I think this is inevitable. We are becoming over reliant on foreign labour for "low-end" jobs, which is why there is a need to change the mindset of the general public on these low end jobs.
Example will the 63 year old lady mentioned in his speech who became a toilet cleaner. Her son was "disgusted" at that fact that her mum is a toilet cleaner, but she told her son that there is nothing wrong with that since she is earning a honest and decent living.
Hey, I am a degree holder myself, seriously... pay me $5k a month, I won't mind cleaning toilets...in fact, I will brush the tile joints with a toothbrush if needed...

I guess you have to ask yourself, why are you learning this? Why are you in school? If you're doing it because the government says it's the way to go, then I think you're just wasting your time. I think most people can't differentiate lifelong learning and studying. Most people study but they don't learn.
PM Lee highlighted ITE and Poly education in his ND Rally speech to reassure people that there are options to the education system here. It's not just the straight path from PSLE to GCE O to GCE A to Undergraduate. Whatever path we take, I think we have to do it with the right reasons. Ideally, people should respect that.
He could also be asking the local universities to wake up and start being real i.e. incorporate more practical modules in their syllabus.
