Culling of Birds in Singapore

As the number of "Bird Flu" deaths increases in our neighbour countries...
Why there is no massive culling of birds done right now?
As the bird flu is known to capable to take out the whole poultry farm overnight........
I personally don't have problems with wild birds....
But should we see some suspected infections or someone to be killed by such diseases then can we take the appropriate actions?

Why is there a need to cull birds in Singapore? This is the problem with humans. We kill animals that are carrying viruses, but do we do the same for humans who are carrying the same viruses?
The movie "Sound of Thunder" is a good example on how human actions no matter how involuntary or non intentional will have an effect on the overall evolution of the human race.
Of course I am not saying that viruses should be left unchecked, but certainly there are better ways of doing it rather than just loading up the shot guns and shoot perfectly healthy birds right?
