Maybe. If not, why no charges were pressed? I think the police realised that their bosses planned it, so they only issue warning just for show.

It was confirmed by the police some time back. He was simply given a stern warning and let off. Story was covered in the papers and over the radio.

Maybe they discovered it was one of their own party members(at grassroots level) and decided that it'd be too embarassing to reveal his identity. Meanwhile the offender has probably been condemned and maybe sacked from the party?
If it had been an opposition party member his/her face would have been splashed all over the papers and will likely be sued. -

For the peasants: same types of mistakes but involving only hundreds of dollars=firing, getting sued, paying fine , going to jail. -
