Is the government hiring and promoting ex cons?

Thats what I want to know.
There are some govrenment bodies or position in civil service that don't hire ex-cons.
Crime records are also used in performance reviews.
Is there any change in rules since they launch this yellow ribbon thing? -

If our world-class leaders are genuinely interested in governing for the larger good of Singapore I am sure they can see the ultimate wisdom of increased political participation by all citizens. Citizens can see that GRC system was overdone as there were other ways to balance racial representation and not to have to resort to the drastic extent of killing off political participation or renewal. Unless the incumbent party sees this flaw in the GRC they will be seen as selfish leaders trying to cling on power and their own high rewards. With so many bigger benefits of increased political participation, they should limit the GRC wards to 15-25 % of total wards and reduce election deposit to $2,000 so that it will signal to the population that they are serious in inculcating political renewal and throw up more rounded slates of candidates to run the country for the greater good of the people. -

Records may be declared expunged but why will i not be surprised if stat boards and GLCs are aware if the candidate sitting across the table for an interview had a prior record?
