Just this week, here's what the Duck Tour entrepreneur said about the red tape (he had to go thru 8 govt agencies for approval) for his 61m mt faber christmas tree business:

Just do it and don't complain and if you fail, it's not our fault - that's what you're saying. With so much red tape in the entrepreneur's way, taking uncalculated risks like that is a silly and costly thing to do.
The smarter thing to do is to cautiously look out for and avoid mines in the way, not jump in and run along because someone (who has planted many mines) says you're free to run.
