In public, he will have to reply in a positive note for A-Chiam and if he is smart enough, he will continue by adding that sito will be able to do more than A-Chiam.

Maybe Mr Chiam have enough of politics after so many years of fighting.
He understand that if he step down, the residents of Potong Pasir will get the fringe benefits of paint job and life upgrade that they have missed after so many years.
Furthermore, he does not have any successor to replace him in the last few opposition ward in Singapore.
The minister is there to bring good news to the residents on what is the benefit if they choose the right party to rule them. -

there is no denying they can do better than chiam. they can tap into many rescources. but that is not exactly the point at potong pasir.
