  That was not what he meant. What he meant was this:- if dealth penalty is left to the court to decide and not through parliamentary legislation, there could be inconsistencies in the execution of the law.

  He was the Prime Minister of this country. It was the majority of the people who voted him into parliament.

  I agree with you somewhat on this statement. But I am sure many would have know by now this is not the case for our country.
