I think she was prosecuted in court under 2 charges namely obstructing an authorised officer (in this case would be the ICA officers who is authorised to conduct such checks on behalf of AVA) from carrying out their official duties and importing the 2 geeses without an import permit. Think AVA proceeded on the first charge of obstruction and applied for the 2nd charge to be taken into consideration for sentencing purposes. In this case she had obstructed the ICA (Immigration & Checkpoints Authority - formerly known separately as Singapore Immigration & Registration and Customs & Excise Department -so now the officers are both Immigration cum Customs officers) officers when she refused to hand over the geese when asked to. When repeatedly informed and advised that she did not have an import permit to bring the cooked geese in and that she needed to hand them over for destruction, she still refuses to co-operate in handing the geese over and finally threw them on the floor. As such, she had committed offences under the Wholesome Meat and Fish Acts. Of coz, instead of charging under this Act, the authorities can also proceed under the Penal Code for obstructing a civil servant from carrying out his official duties but in this case, I believe AVA took the lead in the prosecution as she was also caught for importing the 2 geese without a permit from them thus it would made more sense for AVA to take over to deal with globally.
She is lucky that AVA only proceeded on 1 of the 2 charges and she got away with a fine. Under the Wholesome Meat and Fish Act, anyone who imported the geese without a permit faces a fined up to $50,000 or imprisonment up to 2 years or both. For the offence of obstructing an authorised officer, one can be fined up to $10,000 or faced imprisonment up to 12 months or both.
I totally support the ICA officers as being our country first line of defense, it is not an easy job especially when they face travellers who are unreasonable and want to challenge the authorities when they are doing their job. Not all customer are right although our boss might not agree with us especially when they are not the one who is facing the customers. Anyway we are also not sure that the geese is for one's own consumption and even if yes, isn't it possible that one will share it with one's family, relatives or friends? For those who are in the service line, I believe you will understand.
