"forced" donations or donations "under pressure" has been going on since primary school.
unless you didnt go to sch or you went to sch in the 70s/80s(i do not know how it's like then, sorry), any person would easily recall the donation cards they have to hold on to for a pre-determined time period where they have to seek donations from parents/relatives/friends. then, there is the compulsory 6-hour CIP they have to fulfil yearly where they do services to the community. they can help out at the homes or orphanages. or just, selling flags in public areas. forced? yes, i need my 6 hours to get promoted! of course MOE wouldnt say we were forced. they would say "it would help students get in touch with the community, lend a helping hand to the less fortunate".
walking in public areas on saturdays, one would get a donation tin shoved at you and questioned, "would you like to make a donation?" now, this boy/gal has sweated it out for a few hours under the hot sun. looking pitiful, we would donate. forced? i don't know.

you think people would want to donate blood freely? they too would have their own worries.
some maybe have a high sexual activity/multiple partners, so they scared to donate blood. if they dono they HIV+ and just donate blood, they'll be charged in court. so might as well keep quiet and don't even care to go for medical check-up to see if they are HIV+ or not.
it's a personal choice. you cant decide for them. i have friends who want to donate blood but can't because of low iron levels. i have friends who donate blood every 6 months. do i donate blood? no. why? i'm underweight.

No one can cause a wound in another person unless there is valid consent. Taking blood involves penetrating the skin and that in legal terms would constitute a wound. Unless there is valid consent, the person doing this act would be guilty of the offence of battery. If the donor was forced to donate blood, there is coercion/undue influence and so the consent was not valid. Therefore a crime would have been committed.

In January of this year, a Jehovah's Witness, Julio Cordero, filed suit against a Florida hospital where he was treated after a car accident in May 2000. Cordero alleges battery, defined as "trespass against his body," and falsification of medical records.....

Here is something from the American legal perspective but is applicable to Common Law jurisdictions such as Singapore:

It's like that one lah... "Donate" or Confinement. Last time I also kanna like that. I got confinement but only til 5pm while everyone that donated got long weekend that Saturday. Why? Because I'm a selfish person? No... I have Beta Thalaseamia Minor aka anemic. But No... "Donate" or Confinement...
What can we do? Some units are really result orientated. Those IPPT cannot get gold one, they tell us to downgrade. Obese one, get gold or downgrade. Heng I ORD/ROD liao (ORD storeman, Pes C9L2, Reservist Holding List) or I'll need to go through those stupid things again...
