I have a new neighbour who moved into my next block. I never believe ppl who said what I am going to say until I experience it myself.
My neighbour (also on the same storey as mine) sneeze very loud, many times in the middle of the dead night. Not the normal kind of sneeze but the kind which is more like loud shout. Not one sneeze but continuous of sneezes. So loud, I can hear him in the next block away and be awaken by him. I think he has some nostril problem. -
the really loud ones i heard are mostly old man's cough.

for loud rowdy activities, loud gangs and loitering, shouting , loud talking, singing, skateboarding and guitar and football playing, its not allowed as long as anyone nearest resident complains regardless of time. Its called public nuisance. The police will usually ask them to go away after taking down particulars. This concerns crime prevention and nusiance.
For noise from neighbours, its neighbourly disputes, usually only police advise to reduce noise and town councils and HDB give warnings. But you need to have some evidence if you want TC and HDB to help. its not easily solve if neighbours not cooperative.
As for police role, some officers will assume its the standard before 11pm, unless the affected residents explain to them to help appreciate situation why the noise makers needs to be warned and ask to leave area. -
my cb malaysian PR neighbour likes to talk on his handphone at the corridor. he speaks so loud i can hear every farking thing he is saying.
these people really bring their hometown habits here. -

Speaking of neighbours... darn.. one of my neighbours bought a dog..... actually i love dogs.. but that dog is really getting way too sickening... barking all day long.... i don't even need an alarm clock to wake me up in the morning these days....
i close my windows , on aircon.. still can hear the barking...
