If that is the case, then, leaders should be replaced with people who have the passions and determination and not continue to talk about something no longer practicable.
Political one-man-one-vote process is the only way to identify and throw up such people with passion and abilities. Even though it is not perfect at least it is the surest way to deal with hypocrisy and sustain the country's ongoing economic and social competitiveness and vibrancy.
Other than the political one-man-one-vote system, I cannot think of a better way as none of the existing leaders seem able to serve the people with passions, determinations and results.

the citizens are not prudent in their investment decisions. u are going to blame the govt again? then just go buy govt bonds.
