In our system, CPIB can never be proactive. It will be reactive. Because, it will have a political map with many unwritten rules and conventions CPIB will have learned to respect. Certain people will be beyond the bounds of investigative surveys. Questionnaires of survey will not be open-ended or too free for citizens to raise problems or complaints.
That political map will be unwritten and unmarked.
