  There was a officer who was in-charge of safetiness.He didn't discharge his responsiblity properly.Did his superior aware of it?

  I don't understand why the drown soldier didn't seem to put up a struggle to seek for help.

  For all we know, he may have simply blacked out for some reason. Hypoglycaemic shock, exhaustion.... it could be anything.
  
  Hence, there was no struggling or thrashing in the water.
