Nationwide, Denver ranked in the top 10 in measurements of fatal shootings per 100,000 residents; in the top 10 in fatal shootings per 1,000 police officers; in the top 10 in fatal shootings per 1,000 arrests for violent crimes; in the top 10 in fatal shootings per 100 murders; and ranked second in fatal shootings per 10,000 violent crimes.

you are right by this point. it is often heard that cops overuse their power expecially in some undeveloped provinces. this situation is better in big cities. personally I think this is caused by education of police. in poor area, these police just finished their second school or high school. but in cities, police usually got educated in law or police universities. so they know clearly the borderline of their public powerOriginally posted by Salman:Oh I see, so its reported in USA but not reported in China. The one child policy is not strictly enforced. The richer ones can more or less get away with having more than one, not sure about the poor though.
So the one child policy is not actually a failure since the rich, who can spend money on educating their kids and who can support their kids, are not really affected.
The poor, there are too many of them already so that is not a problem.
Edit: Just read that the policy has recently been amended. Just want to confirm that even before this, the law was not strictly enforced. -
