Loss of water supply

was in the news just now.
a couple of blocks in Holland loss their water supply since about 7pm this evening. in the news, it was mentioned that the point of water pipe fracture was identified and the flooded road drained. however, there was no mention of any measures to supply water to the affected residents.
this is rather funny. we're planning for a 'surprise' terror attack exercise and how the transport system will handle the situation. now, a couple of blocks of residents are without water and the news don't think it's important to info the rest of the country how the 'relevant authorities' is handling the situation.
i guess handling 'surprise' exercise is more important. -
Guess the news reporters were caught unaware. Maybe to them this is not newsworthy. Wanbao shld have a report on this though not the main paper.
So any ideas how the authorities handled this? I think all the authorities are looking at each other to see which dept shld get the blame.
