actually it is those that are born in okay, marginal exceeding ceiling income to well to do family that borrow from the bank, except the rich ones. Because they do not qualify for the fees subsidy based on marginal family income ceiling and not much "spare cash" left over from families for school fees and spending allowances and have to buy a notebook. so called stuck in the middle families, too rich to qualify for assistance and too poor to do without any assistance.
It will be bad if two or more children study uni or poly same time. The expensive school fees is a big burden on family.
so much for our very expensive subsidised poly and uni fees. SMU is even more expensive.
The mendaki subsidise 100% fees for family income below $2000 and 70% for income between $2K to $3K. This Should apply to all across the board.
and even worse if they stay 5 rm hdb above and earn marginal income, as these are classified as well to do families. Gov has a habit of classify well to do and not well to do according to housing type.
