What is so difficult to excavate the soil or leveling the ground ? What talents do we have to carry out land reclaiming ? Do not salmanise by avoiding this answers in these posts which should have sufficiently dealt with your claim that Chiam See Tong could not take up the challenge to build the HDB flats. If Chiam can acquire lands at such dirt cheap prices and yet charge full market price he too can build the flats and give a bit of discount and make huge profits.
