The statement has more relevance and accuracy then most of you would think.
See below old article from Sg_Review. Lee's misplaced mass eugenic's prgramme has many disturbing similiarities with Hitler's own sterilisation programme in the 1940s.

Singapore's Misplaced Elitist Eugenic's Programme
Dear Mellanie
The two articles published below are most amusing and I wonder if you
or your readers have noticed the strange and glaring developments
during the periods when the varous state programmes were implemented.
In the first Harvard article, Singapore's mass Eugenics Sterilisation
programme ocurred in the 1970s. This was a period of rapid economic
growth for the then Asian Tigers. Average Economic Growth rates
easily hit 10-15% per annum during those years and Singapore was
enjoying its years of rapid industrialisation and full employmwent.
Things could not be rosier as your country saw increasing assets
value of property so Singaporeans were not just growing reach income
wise but also saw appreciation in real assets value.
The conditions were perfect for households to increase family size,
and have more kids. In fact this was the case for many other newly
industrialising nations and this logic also finds application in
thousands of years of evolutionary progress. When conditions are ripe
and food is aplenty, many species will seize this period to reproduce
and expand population size.
Yet it is precisely during this period that Lee implemented his state
funded Eugenics Sterilisation programme. Whilst other nations in the
asean region were seizing the period of plenty to increase population
size, your government and leader (for the most baffling of reasons)
chose to defy thousands of years of evolutionary precedent (and
simple logic) and instead halt population growth.
I can only sumise that misplaced elitist sentiments guided this
deluded government to defy mother nature and play God with
devastating consequences whch would be felt decades on when they
hastened the onset of a stunted population growth.
Now fast forward one to two decades later to the situation in your
second article "An amusing perception of the Singapore Procreation
Process". Its the 1990s and early 2000s, we see plummeting economic
growth, increasing unemployment rates, inflation, diminishing real
incomes, uncertain employment prospects, eroded property values and
highly geared families saddled with increasing debt burdens.
These are the twilight years every developed nation faces. There is
even news in the local press that Singaporeans will not have saved
enough for retirement. Lets face it, Singapore is an expensive place
to live in and call home especially if you have to buy a house and a
car. On the back of shrinking income levels and increased hidden
taxes, we see rising bankruptcies and declining business sentiment.
Yet, in a strange and baffling twist of logic this same government is
telling the average family to "go forth, reproduce and multiply"!!!
Have these same million dollar policy makers taken leave of their
senses? If you cannot even earn and safe enough to support yourself
how on earth can you expect to support more hungary mouths to feed?

Looking at the mesh mash of contradictory policies the truth is
clearly evident. Lee's policies for mass sterilisation and mass
reproduction are not guided by the interests of the average citizen.
The decision whether to increase or reduce population size is based
on the needs of Singapore Inc. Singapore Inc in the later years need
cheaper and plentiful labour (never mind the fact that there were
declining employement opportunities and declining REAL income levels
of the average household cannot support increased family size). So
the Singapore Matrix will spin its policies to encourage its duracell
batteries to produce more duracell babies.
And that my friends is the current state of your country's affairs.
Its apparent that many level headed Singaporeans are able to see
through the selfish deceit behind this policy and steadfastly refuse
to procreate (at least in Singapore). So the next move by Singapore
Inc is to import cheap foreign labour. Your country will see an
increasing dilution in the population base with more and more foreigners making up a larger segment of the population.
These expatriates (like myself) and foreign workers will never make
Singapore their home. Why buy the cow when you can bring home the
milk for free? We do not have to buy a car or house and we will remit
back the bulk of our earnings to our motherland. So your country
will see a slow outflow of netwealth from its already small and
limited shores.
Clearly importing foreign talent is not a longterm solution and the
onus on a good and decent government is to ensure the existence of a
stable economic and social environment, with sustainable growth and
employment rates that will support an expanding LOCAL population.
Call it ill-timed or misplaced, in this regard the Lee government and
its elitist Eugenics programme has failed miserably. In attempting to
succeed where Hitler has failed, Lee's government will create more
chaos and misery amongst the local populace.
Good luck and God be with you as it is apparent your current lord and
master has his own selfish interests in mind. Singaporeans are best
advised to keep a level head and decide these very personal matters
for themselves. History has shown that your leaders are either
incapable or indifferent to your personal welfare and see things only
with a view to increasing the coffers for Singapore Inc.
