The Bush administration have been over spending like crazy all these years, including on healthcare that the state cannot pay for and the people know it.
The new budget will probably go down well with many Americans because they too are concerned with the overspending and this is a sticking point among his supporters.
BTW, all this overspending never came up until after Katrina, Congress hid it pretty well only after the elections. In other words, Bush seems to get things his way quietly and effectively.
Bush didnt just over spend, he under collect tax too.

It is the people who vote the representatives but the representatives that will vote on the budget and sometimes the reps can be insular to the people one way or another, especially the senators who run on a 6 year term.
Bush did overspend but not under tax. Americans were over taxed previously and the cutting of taxes spured the economy and actually increased tax revenues as a result. Had Bush not cut taxes, there would have be a double squeeze on revenues and US would have gone back to the Carter days. -

It will seem that those Congressmen can ignore the electorates - whom they will have to depend during each election.

If by your "brilliance in thoughts" - Bush had succeeded in spurring the economy by cutting taxes, and had "actually increased tax revenues as a result" - how do we explain for the US National Debt to be in the TRILLIONS ?
