  sg population is 4 million
  
  11.53/1000 X 4 000 000 = 46120 people

  Please note that there are lot of foreign talents that are flocking in Singapore at the same time.
  
  So, the population number is not fixed.
  
  Foreign Talent is welcomed with open hand and open cash.

  I belive that 11.53 is after looking at those coming in...meaning, the amount of emigrants - migrants we still lose 11.53 per 1000 ppl here...so overall lost...but all this is with out additional birth and death.
