Yah, Eric Khoo was dissappointed with the decision. He say if want to time SPOKEN dialouge, the longest would be the Japanese movie scene.
But too bad, MPAA decided that 15-20 mins of english subtitles is considered english too.

LOS ANGELES, Dec. 23 (UPI) -- The Motion Picture Academy of Arts and Sciences has rejected four foreign film entries for a variety of reasons.
Singapore's "Be With Me" was rejected because it was mainly in English, which an Academy spokesman pointed out "isn't a foreign language," the BBC reported Friday.
Copies of Tajikistan's "Sex and Philosophy" and Bolivia's "Say Good Morning to Dad" did not arrive in time and were also disqualified.
An entry from the Netherlands was taken out of Oscar consideration because it had been broadcast on television, which is against the rules.
The five foreign film Oscar nominees will be announced Jan. 31. The Oscars will be presented at Hollywood's Kodak Theater on March 5.
