Because in other countries who has Westminster style parliament, their cabinet is from all of the shop. Since being a Minister and an MP is serving the different functions of a government.

So to be a minister, MUST be MP. but it doesn't matter if the MP is of the same party right?
Because canada have ministers of different parties but they are MPs.
