There's one bit that bothers me, that is, the politcal party chairmen should not be a party to the appointment of any civil servant unless they have been elected into Parliament.
For your concern about the political party chairmen, they are included because after all, they are running for elections. The Chief Elector needs to be unbiased toward all contestants in the elections, just like a referee in a sports match cannot b allowed to favour any one team.
