Maybe the most effective way to curb the car population is not COE or high taxes but gradual reduction in the loan amount allowed and its duration. Having a higher upfront payment is a better protection against financing difficulties later too.

From the way, you wrote, I believe you should be a car owner. Allow me to say some even given their van to drive taxi. while the rest may have given up and take public transports.
Vans are mostly for commercial use, they are no really belonged to some luxury groups (No mentioning that those that required car to conduct business or work). Occasionally, maybe used for carrying workers or passenger. (We don't expect them to have human carrier and good carrier, rite). For businesses that required a van or truck to operate, for big big company will be small small problems.
However, for SME or OMO companies will be bigger issues hence by putting them together, likely to see more peoples "walked the road" I would not encourage this to happen.
We don't see much of peoples driving cars more than 8 hours a day if they are office bounded high salaried officer. We do see lowly paid serviceman, delivery man, van sales etc on the road more than 8 hours. By using, it is already a punishment, (ERP, diesel, more maintenance, wear and tear, more chances of paying fine, accidents, carpark payment, get heated and wet, kidney problems and many other etc). Why wanted to make them suffers some more.![]()

Issues on personal car is more to luxuries living or maybe family needs. We don't drive 24/7 to maximise the car values. It is more for convenient and for some "face" problems - like my friend's bought campry just to show client that his company doing well.
For local business is totally another issues, as some may have to compete with one hand tied with our neighbour competitors here. They got lower Diesel / Petrol. Road Tax / Maintenance / Labour / Carparks / Cheap Big CC Vehicles. Same ERP charges.
