Why so many cars despite the high cost of car ownerships?
The relaxation of financing of up to 95% which run contrary to the prohibitive car taxes ruling meant to curb the car population make it easier to own a car now. It used to be 80% financing for new car for a very long time.
Also the loan period has been extended to ten years from seven years for new cars. Though many part with their cars before five years. Ten-year tenure has reduced the monthly instalment amount.
The number of cars scrapped affects the number of COEs issued. The authority already has in mind a quota on the number of cars to be allowed on the road for a given period of time.
Whether there is bidding or not, the number of COE available is already fixed for the year.
The control of car via the quota system has become an offering of prices in a bidding system. Such a system has seen rocketing COE price reaching astronomical sums.
Whether its right or wrong depends on how you look at it.
Perhaps speculative factor in a bidding system ought be avoided in the transport policy of a country.

Why would the government want to slaughter this cash cow?
The only way it will be scrapped is when they come up with another way of making more money from Singaporeans owning cars.

If COE is a tools to control the number of domestic vehicles, I think I wouldn't wanted to go against it as we also don't want to see that our road traffic condition to get worse. However, I would propose that COE to be excluded for all public transports (including all essential ministry such as army and police forces) and taxi if the authority is ready serious in getting business do. Having COE for public transport may make no sense and only to increase the capital cost of each and every operators.
The authority can just less off the quotas for the public transport from the pool and allow the rest to be bidden by the public individual consumer.
For businesses that required vehicles to carry out duties and services, it would be only fair that same rules or toll fees (including higher ERP should be imposed for foreign registered vehicles that uses singapore road) except for foreign diplomats and ministries operated here. -
COE is still very relevant, because it generates money for our government.
Traffic problems, will always be around no matter what kind of road taxing schemes they come up with. -
Tax is unavoidable in containing the car population in most countries. The amount payable is clearly stated. Unlike taxes, COE is unpredictable with the upswings and downswings, it is speculative in nature. And what have a quota system got to do with a Certificate of Entitlement in a bidding system. We are not bidding for a piece of antique or re-possessed property. Many just need a basic car in the course of their daily work.

Some even gave up to buy a basic car but drive a van instead for daily need. This has been prevented. Well for most if you buy a van you wonÂ’t be buying a car right! The quota system is still intact even if more opt for vans! Do we really need a separate quota for cars and vans ? ArentÂ’t we traveling on the same roads?

From the way, you wrote, I believe you should be a car owner. Allow me to say some even given their van to drive taxi. while the rest may have given up and take public transports.
Vans are mostly for commercial use, they are no really belonged to some luxury groups (No mentioning that those that required car to conduct business or work). Occasionally, maybe used for carrying workers or passenger. (We don't expect them to have human carrier and good carrier, rite). For businesses that required a van or truck to operate, for big big company will be small small problems.
However, for SME or OMO companies will be bigger issues hence by putting them together, likely to see more peoples "walked the road" I would not encourage this to happen.
We don't see much of peoples driving cars more than 8 hours a day if they are office bounded high salaried officer. We do see lowly paid serviceman, delivery man, van sales etc on the road more than 8 hours. By using, it is already a punishment, (ERP, diesel, more maintenance, wear and tear, more chances of paying fine, accidents, carpark payment, get heated and wet, kidney problems and many other etc). Why wanted to make them suffers some more.

Basically the quota system should be about the number of vehicles allowed on the road for a period of time and not the types of vehicles. Whether is a car, a van, a crane or a bus there is no difference since each is a unit in a quota system.
What is the point of having a bidding system since the quota is already decided in the first place?
And being a small island where small cars should be encouraged it had virtually disappeared when the small car COE was merged with bigger ones.
Maybe the most effective way to curb the car population is not COE or high taxes but gradual reduction in the loan amount allowed and its duration. Having a higher upfront payment is a better protection against financing difficulties later too. -

If everyone don't buy car, headache is no us cause money still in your pocket.
They will need to built a effortable public transport. By the way, we don't see bicycle lane network in singapore. Get one, we can cycle to works and also healthier for us. -
The usage based system may be the way ahead like the ERP. With the quota system that control the numbers of vehicles on the road, high ARF becomes less effective especially when consumers can finance these taxes. But it has remains high at 110%. Many big cities with a huge car population need not relies on such high taxes. Though you may say they have a hinterland but there is a limit on far you live and travel to and from the city center.

Issues on personal car is more to luxuries living or maybe family needs. We don't drive 24/7 to maximise the car values. It is more for convenient and for some "face" problems - like my friend's bought campry just to show client that his company doing well.
For local business is totally another issues, as some may have to compete with one hand tied with our neighbour competitors here. They got lower Diesel / Petrol. Road Tax / Maintenance / Labour / Carparks / Cheap Big CC Vehicles. Same ERP charges.
