Why are foreign students entitle to S'pore Education grants?

Wad I meant is that perhaps is their one child policy. Many of the PRC's students self confidence as slowly terra-formed into arrogance, barbaric callousness. Perhaps is our govt putting them high up in the pedestral by labelling them as scholars, they become veri cocky. The PRCs I see, seems to lock themselves up in the PRC enclave, eventhough many Singaporeans speak Chinese, also some of them frequently give the 'I'm a smart guy' look and ' you locals are just failure' mentality. I think all this 'elite' mentality they have has roots in old China. For example, the ultimate imperial scholar will comeback to his hometown in a 8 man sedan, and a huge throng of soldiers and servants to lead the way.
