The Whip of any party is something like the Discipline Master who makes everyone toe the party line...
so, if say, the party wants to go with Project A, and one of the MPs cannot in his good conscience support Project A, he is still not allowed to speak against the project... and if he does so, the party, through the Whip, can censure the objecting member...
raising The Whip means that the members are allowed to disagree and speak against the project if they want to...
but knowing the yes-men, do you think it'll happen?
alternatively, some wag did say that in order to whip someone, you have to raise the whip first
