Why do candidates need Minority Cert?

I am just wondering why candidates in the election would required themselves to be certified as members of the minority race?
The idea is supposed that minorities are supposed to be better represented.
But I find such practices discriminatory in nature and shouldn't happen in a so-called "first world" democracy.
Anyone differ from me? -
The need to prove that Mr. James Gomez is a minority (and other non-chinese candidates) is a joke.
Look at James. Does he look like a chinese? -
I rather they have a cert that proves they are not full blooded singaporeans eg. born in singapore.

why have Identity Cards when we need to go around getting minority certificates? It doesnt make sense to me.
