Before some 'riff'raff' goes around claiming Chaim See Tong should be sued, perhaps he should first understand why Chaim said that phrase.
He was in fact quoting a statement made in a letter to Bishop Mandell Creighton in 1887 by one Lord Acton which summarised the british govt:
'Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men.'
