  To raise fund, you need to apply for a permit. So if it's for political intertest of PP and Hg, the gahmen won't allow one lah...

  I also salute the people of Potong Pasir for not being tempted by the 80 million upgrading carrot despite the fact that their estate is much older and they have been deprived longer!

  Depends on your needs.
  
  If you are old and unemployed with no other income, do you want to be laden with more loan/debt (Unless its 100% free)?
  
  If upgrading = higher cost of living and higher daily expenses, do you want it (no matter what, everyone still need a house to stay in)?
