What does the Election Department do exactly?

  It seems like the election department only works or is kept busy every 5 years to me. Cant uunderstand why most of the paperwork, on candidates contesting, cant be done online. If Wong Kang Seng and his beurocrats cant produce an efficent election department why is he being paid a Ministers salary exactly for? If we continue to have problems with the paperwork shouldnt Wong Kang Seng be taking a pay cut here?

  i think these are civil servants seconded to the department during election period. perhaps they are feeling a little lonely and wanted some limelight and hence gomez-gate.

  I must agree that civil servants are very efficient when executing instructions.
  
  However, when they have to make a decision, they are hopeless. They do not have the discretion, initiative and sometime retarded when attending to the public. Worst still, they tell the public the wrong thing. It applies to most civil servants not just ED.
