How is 66% 'strong mandate' when only 792,000 voted PAP?

Can you define 66% as a strong mandate when only 1.2million people in total voted out of a population of 3.5million people. LHL only received the approval of 792,000 people who physically voted PAP. Walkovers are not mandates for the PAP. They are simply no contest due to our ridiculous GRC structures and finding enough opposition candidates to contest them. So is LHL hallucinating when he claims that 66% of the population has given him the mandate?

it's 66% of all the people who voted....not 66% of whole singapore lah....
That means, in all the places that voted, PAP got 66% of the votes....
Since the other voters did not vote, we cannot tell if they will vote PAP or opposition so they cannot count..
