Think we need to differentiate between hypothesis and fact. We can hypothesise that PAP can do this and can do that with a majority in parliament. However, the fact bore out otherwise; as you have shown citing the 1 man 2 vote case. IF PAP is as you hypothesise, then LUCK has nothing to do with 1 man 2 vote NOT being implemented.
