There has been too much attention given to concepts about leadership and education but not real strategic economic planning and consistent implementation. Even when IR is to be implemented, there will be lack of coordination and spin-off effects to benefit the whole economy if there is no clearly thought-out strategy to use our locational and human resources to the fullest.
